Green Light for Puławy Power Plant
Elektrownia Puławy Sp. z o. o. (Puławy Power Plant limited-liability partnership) has obtained legally binding environmental decision. The document is a prerequisite for applying for a construction permit, thereby being milestone in the investment implementation process.

The investment programme which, besides energy project, comprises also fertilizers projects is the biggest investment programme implemented recently in Lubelszczyzna. The budget of the programme amounts to PLN 2.2bn, out of which over PLN 1.1bn will be spent only on the power plant. 

The new conception of the Puławy Power Plant includes gas and steam power unit, and partially modernized power plant based on hard coal, which will be the necessary supplement of the gas power unit. Three boilers at the existing power plant will be refurbished. This solution guarantees safety of supply of technological heat and energy for Grupa Azoty Puławy as well as secures the stability of prices for Grupa Azoty Puławy; in the long term will also stabilize heat prices for citizens of the city of Puławy. “European Union policy aims at increasing payments for CO2 emission, thereby resulting in increasing of prices of energy,” said Zygmunt Kwiatkowski, President of the Management Board of Elektrownia Puławy Sp. z o. o. 

The main activity of Grupa Azoty Puławy is the production of fertilizers which makes an enormous contribution to maintaining stable production of food in Poland. In the immediate future the unit for production of solid fertilizers based on urea and ammonium sulfate will be launched which will be a capstone of implementation of New Fertilizer Complex. The conception of energy production provides for various models. Gas and steam power unit of MW 400 class seems to be the most optimal one, if we take into consideration the new EU policy. “That is why even now we are preparing to mitigate CO2 emission and secure the energy and technological steam in the most efficient way,” said Wojciech Kozak, Vice-President of Grupa Azoty Zakłady Azotowe ‘Puławy’ S.A.

The preparations for implementing the Puławy Power Plant project proceed as scheduled. On 15th July of 2015 Zygmunt Kwiatkowski, President of the Management Board of Elektrownia Puławy Sp. z o. o., signed the agreement with Energoprojekt-Katowice S.A. and PwC Sp. z o. o. with its headquarters in Warsaw, which concerned the preparation of investment project ‘Budowa Elektrowni Puławy w wariancie z Blokiem Gazowo – Parowym klasy 400MWe’ (Building of the Puławy Power Plant with gas and steam power unit 400MWe class’) and the support of the management of the project.

On 27th July 2015 Prozap Sp. z o. o. (a daughter company of Grupa Azoty Puławy) signed the agreement for the project management with Elektrownia Puławy Sp. z o. o. The Substitute Investor will perform the most important function in the entire project. Prozap will have to conduct selection of the General Contractor and also supervise the preparation and implementation of the project.

By 2015 the company desires to close the financial model. Another stage of the implementation of the project will be applying for a construction permit and selection of the General Contractor. The gas and steam power unit is planned to be ready for operation by 2019.
